Job Title: Service Manager (Adult Social Care - Mental Health, Mental Capacity, Adult Safeguarding and Emergency Duty Team)

Service Users satisfaction will drive decision making and commitment to changing for the better, by working together in new ways across the whole organisation and with local partners. Front line services will be empowered to make decisions on the best form of service delivery and will have control of the necessary resources to do so. 

As a member of the Strategic Management Team within Adult Social Care you will support the delivery of the transformation programme in line with the Council’s vision, values and strategic objectives. 

The post holder:

Is responsible to the Assistant Director, Adult Social Care.

Is a member of the Strategic Management Team.

To be strategic lead for Adult Safeguarding, Mental Capacity Act (inc. and Deputyship and Appointeeship), Mental Health and Emergency Duty  developing, advising, supporting, progressing and promoting related multi-agency procedures. The post will provide expert advice to Senior Managers and Members on these areas.

Will contribute to (and lead on in some cases) the work of the leadership team, to ensure statutory and professional obligations (in their area) are met, and to ensure the delivery of policies and priorities needed to enable the provision of effective services.

Undertakes statutory duties under relevant legislation on behalf of the Director of Adult Services.

Creates reports and provides support to the Scrutiny Function.

Is responsible for the Quality Assurance and Performance of Adult Social Care functions.

As a member of the Council’s Adult Services Management Team, to support the development and delivery of the vision, values and strategic objectives with a management role on a range of directorate and corporate policies and tasks.

To ensure oversight of quality assurance, standards of practice, and performance against key statutory responsibilities.

To be responsible for coordinating the review and amendment of policies and procedures that are impacted by changes to legislation, to Adult Safeguarding/ Mental Capacity Act (inc. Deputyship) Policy and national strategic developments and will be responsible for any strategic functions arising as a response to changing legislation or interpretation of legislation in particular the impact of the Care Act on the organisations role in safeguarding adults, Mental Capacity Act (incl. Deputyship), Mental Health and Emergency Duty functions. 

To be responsible for the management of the Deptuyship and Appointeeship Team including acting as Deputy (in cases where this is required) in accordance with guidance and requirements of the Office of the Public Guardian.
