Job Description

On behalf of Wokingham Borough Council, the post holder will lead on improving the health and wellbeing of residents in line with the Council’s vision, goals and objectives, which are underpinned by the statutory duty placed on local government.

As well as specific commissioning and service delivery responsibilities, the post holder will take responsibility for delivering the strategic objectives of both the Council and the Health & Wellbeing Board, acting as a change agent to enable delivery of relevant outcome indicators from the public health, NHS and social care outcome frameworks.

The post holder will be expected to work with elected members and the executive team. 

They will share the leadership across the organisation promoting cross council solutions. 

They will also be expected to lead and implement programmes across the local system of public services, able to influence budgets as well as advocate for change effectively.

The post holder will also work with the Strategic Director of Public Health for Berkshire, the shared public health team and the network of Consultants in Public Health in the other Berkshire unitary authorities delivering programmes across a broader geography.

Service Delivery Accountabilities

 To lead, champion and ensure effective commissioning of public health services including overseeing intelligence gathering; developing, commissioning and analysing an evidence base; horizon scanning to inform strategy and policy development; market shaping; service design and commissioning; procurement; budget and strategic and/or operational contract management; quality assurance and performance review.

To lead the development and integration of delivery of the Council’s Public Health duties across the organisation

To influence commissioning and other activities of the Council, including active membership of pan Council Strategic Leadership Boards and Groups.

To support effective evidence based commissioning and service development within the Council, NHS and ICS

In collaboration with the Strategic DPH to deliver the core offer to the NHS

To be the strategic lead for the HWBB , producing the yearly strategy and ensuring progress and delivery against the key strategic objectives

On behalf of the HWB and in collaboration with the NHS, to lead the design, production and effective use of the Joint Strategic Needs Assessment and Joint Health & Wellbeing Strategy

To deliver public health technical expertise, for example through health needs assessment; evaluation; support for policy development and application; mortality reviews and multiagency safeguarding arrangements.

To provide performance and quality control of all activities within Public Health.

To act as the Council’s lead and key advisor for Public Health, providing expert advice to elected members and the Corporate Leadership Team

To contribute to public health programmes led by the Strategic Director of Public Health which span wider geographical areas; for instance the West of Berkshire or the whole of Berkshire

To identify, assess and communicate risks associated with hazards relevant to health protection and to lead and co-ordinate the appropriate public health response

To work with partners as part of a public health EPRR arrangements including out of hours emergency response when needed

To contribute to the management and leadership of the Health and Wellbeing Directorate to discharge statutory duties and enable the Lead Commissioner People in the discharge of their statutory duties

Development of and input into corporate strategies and plans

LeadStrategy and Commissioning of Public Health related services

Robust financial management including the delivery of savings and efficiencies to enable the Council achieve budgetary targets

To ensure value for money in Public Health services

To lead, develop and motivate the public health workforce, to achieve a well-motivated and capable workforce and embedding a sustained culture of continuous improvement

Matrix management of, and participation in corporate projects and strategic and procurement activity related to Public Health

Working in collaboration with managers across all areas of the council to monitor and manage overall performance, including service and financial planning to ensure Public Health delivers and supports the outcomes agreed in the Corporate Plan

Ensuring effective stakeholder management, developing, managing and supporting external partnerships and working with key internal stakeholders to ensure responsive and proactive service delivery

Securing external funding to support delivery of the Council Plan and associated strategy and commissioning activities

Leadership Accountabilities

To lead the local delivery of the Council’s Public Health Duties in support of the Strategic Director of Public Health and the Public Health Shared Service Memorandum of Understanding.

To lead the development and integration of the Council’s Public Health duties.

To drive a Council wide, integrated focus on Public Health outcomes for Wokingham residents including active membership of pan Council Strategic Leadership Boards and Groups.

To lead strategy development for the HWB

To lead public health coordination and integration with the NHS, building strong links with STP and ICS partners including the CCG, primary care networks and provider organisations

To lead on thematic areas across a broader geography, e.g. Berkshire West, all of Berkshire, Thames Valley on behalf of the Strategic Director of Public Health.

Provide functional leadership for Public Health and operational leadership of staff across the organisation on project specific activities including

Lead with the vision and direction for Public Health, ensuring there are robust performance and financial targets in place

Ensuring the provision of professional services that meet internal and external customer needs

Ensuring that the team has a positive and constructive relationship and two-way dialogue with managers

Ensuring that the team has an evidence-based approach to commissioning as well as a strong outcomes-based focus in order to reduce costs and improve service delivery for residents

Driving continuous quality improvement within the team by challenging existing practices and actively seeking ways to achieve better outcomes for residents

Ensuring team members where applicable receive appropriate performance appraisals, support, training and development to achieve their potential and achieve the goals of each category and area of responsibility, ensuring clear targets are set and reviewed regularly

To support the organisation to ensure legislative and professional compliance in regards to Public Health and challenge where these are not being met. Ensuring effective discharge of the Council’s statutory responsibilities for Public Health together with associated regulatory responsibilities

Ensuring the Public Health area works collaboratively and proactively with all areas of the organisation to ensure the effective operation of the Council.

Holding and developing the community of practice of Public Health across the organisation including mentoring staff in order to improve delivery of the specialism and support career development

Ensuring registration requirements are maintained, including CPD.

To represent and where necessary to deputise for the SDPH.

Supervision and training of public health and other staff and trainees.
